Problem with subs

Question

Hi I have a problem that's driving me crazy.

My system is as follows:

Pioneer P99-R Headunit
Alpine Dual Amp balancer (used to adjust the sub levels)
Kenwood PS400M amp running 2 MTX Pro thunder 12" subs
Kenwood PS500M amp running front and rear Rockford Fossgate speakers
All cabling is Rockford Fossgate

The ice was installed when I bought the car.

If I have the music at a quiet to reasonable level the bass from the subs will fade in and out (almost like waves) which drives me insane. Up until recently when the system was cranked up the bass would be ok but I noticed last night that the bass has started to lose it's edge every now and again.

Does anyone have any suggestion what it may be? I have checked all connections which appear to be fine, The only things I think it could be are the RCA cable or the amp balancer.

Are there any tests I could do to test and rule out each component?

i had a simalar thing a while ago,and it was a knackered battery
if you rev the car at say 3000rpm does it sound ok
this may be of no help at all but the thought was there
