Does turbo spin in neutral?

Just started my car to checked 100 percent it was turbo before I changed and I still think it is . However just wondering does the turbo spin in neutral ?

yes it is, from the moment you turn your key and your engine starts to run it produces exhaust gasses, which make the turbine wheel spin.
