Default Throttle cable position

I had a bit of a sticky throttle pedal on my 05 WRX, so this morning I decided to have a little look as it was making it difficult to drive smoothly. It was only the first application of throttle that was sticky, hence I would go from no throttle to may be 10% in one go, making the car jerk forwards.

To my confusion I found that the throttle had been fed through the left hole in bracket and onto the right side spindal, making the cable operate at an angle.

I loosened the lock nuts, moved it across to the right side of the bracket and adjusted the cable slack as per picture.

Any idea as to why anyone would have done this in the first place? Just a general foul up as far as i can see.

At least I have a nice smooth car to drive now!

Just a little worrying as to why it has been moved at all. Car has done 60k so I am thinking it may have been rebuilt at some point? Can't think why else it would have been moved.
