99 legacy outback problems.

Default 99 legacy outback problems.

hi, my name is rob and i bought my first subaru a couple of months ago, its a 99 legacy limited wagon, 2.5L auto, and i am getting terrible gas mileage.. my last tank i only got 260km. i bought the car for 600$ and got a new engine for it from a salvage yard, i believe the problem is that it might be a jdm engine with a usdm intake manifold on it, because it has all of the egr stuff, except the metal tube that goes to the exhaust is cut off and pinched shut, and there is no hole for the tube to go to on the drivers side head, i have seen forum posts on how to drill and tap the hole for the egr, but my concern is that it isnt my only issue, i wouldnt think that not having a functioning egr system would cut my mileage almost in half.. is there anything else that needs to be done in order to get this mileage back? also it has an exhaust leak right after the first 2 cats and after the second o2 sensor

things i have done already:
-plugs and wires (ngk platnums and ngk wires)
-synthetic oil change
-fuel filter
-transmission filter and flush
-air filter
-coolant flush
-fuel injector cleaner in the gas
-throttle body cleaning
-diff fluids

only code i have gotten on it is the p0400 egr code
any help would be appreciated, thanks.
