Default 1999 uk turbo no brakes

hello,i have a 1999 uk turbo,sadly it has no brakes,the discs and pads are not new but look to still have life left in them,you press the peddle and although it slows down it is very scary.i have tried to bleed them,only managed to do one as the others wouldnt budge,but dont think thats the problem,any advice much appreciated,i was going to buy new discs-pads to see if this helped,hope someone comes up with reason for my problem,thanks in advance

Explain what you mean by tried to bleed them but wouldn't budge? Put you foot on the brake and then start the car, does the pedal go down?

3 of the bleed nipples wouldnt budge,maybe heating them would have helped but no heat was available,tried pumping the brake peddle,then keeping foot pressed,starting car and the peddle goes down about 1"...think this is whats meant to happen
