Steering wheel lock not working ??

Steering wheel lock not working ??
Should my 2004 blob eye wrx have a steering wheel lock ?? when ignition is off i turn the wheel quite a bit either way (struggling with no power steering pump on) and no steering lock engages ... The car has never been broken into and has been owned by 2 middle aged gents before me with a full subaru stamped history to date.. what im worried about is the new MOT laws coming into force which i beleive now covers the steering lock of a car ?? Has anyone else had a fault/failure with the steering lock ?
