The wrx one will have a plastic boost pipe leading from the turbo and is painted black.

The sti has an alloy and silicone boost pipe which flows better and is painted silver with a "tuned by sti" sticker on.

Core wise they are the same. It's the boost pipe which is the upgrade really and can be fitted to a wrx inter cooler to flow a tad more air.

Depends what power you are chasing and the cars use. If its fast road the sti v3/4 will manage upto 320hp.

Do not bother buying a eBay inter cooler, they are cheap for a reason!

The only good well priced fmic is a Hdi one from Harvey.

Yeah I'd say so maybe a little more, for sustained track use I'd go for a fmic but if just fast road stay where you are at and concentrate on handling and stopping, and just leave it reliable.
