Default Failed MOT on Rust

My brother's Impreza has failed it MOT due to a rust hole in the outer skin near the Top mount on the rear arch's.

Picture's are from the passenger side arch the driver's side's has 2 smaller holes which you can put your finger though and touch the filler neck of the petrol tank.

It's a shame because the rest of the car is in really good condition. It's got AST's,Miltek exhaust and some Whiteline Suspension parts.

He has spoken to some bodyshop's who want to strip the rear axle etc to get access and it will cost a lot.I thought I would posted on here to see if anyone got any idea's on how to fix it.

Thanks for the reply,I believe it's not possible due to the inner skin being in the way.

Can't really tell where the hole is located (front of the arch, rear of the arch, etc) to tell you.....

Must be a way to do it without going to that extreme though?

The hole in the pictures is located front of the arch and as i understand the removal of the rear axle is so they can remove the petrol tank to repair that side which as two smaller size holes.

Front of the arch you should be able to repair if you remove the back seats.

The two pin holes......I very much doubt that it would have to be stripped to give them a quick weld up- it won't take much!!
