The new STi engine has AVCS which your WRX engine does not.......have you swapped the whole engine over or just the short motor.

The STi has variable valve timing (AVCS on subaru, VVTi on toyota, VTEC on Honda) which the WRX does not so you have no wiring on the WRX to drive it. Also the STi has no tumble valve generators which the WRX has......

You need to put all your WRX stuff onto the STi block to give it a chance of working........ Inlet manifold, heads and the like.

Does this make sense ??

wiring is the same, everything is plugged, once he was sti engine in this car was later changed to the wrx, so the wiring should be ok, I do not know what to do.

What ECU are you using?
Does the car`s ignition turn on and does the fuel pump prime?
Does the car turn over or does nothing happen when you turn the key?
