Default Boost/Wastegate problem

Hi, Having some trouble with ye olde classic, 1998 STI. Not building any boost what-so-ever, boost gauge doesn't go over zero and it sounds like my wastegate is sticking open/closed so that all boost is going out the exhaust (i'm only guessing because it sounds like someone's letting off a fire extinguisher when I can hear the turbo spinning up)

Ive cleaned the boost solenoid out, and theres nothing wrong with it (seconded by ScoobyProjects) and i've put 1bar direct to the wastegate via air compressor and actuator moves no problem, it doesnt move at all when its all connected properly to solenoid and turbo.

The actuator moves by hand and springs back, but I can hear the spring inside the wastegate, would I be right in thinking the spring is FUBAR'ed and thus the wastgate needs changing?

I did a search but can't find a definitive answer, any help would be awesome. Cheers in advance
