Default Turbo issues

Ive got a standard WRX Bugeye wagon 2000, i started to get a rattling sound from around the turbo area many said more than likely to be heat shields! this wasnt the case some said could be the actuator gone and the waste gate not closing properly, i changed that problem still there! its only on idle or when a slight rev is given that it raltes, ive held a screw driver to my ear and placed it against the grey part of the turbo as a give it a little rev there is a nasty sound!! is it easy to change the internals of the turbo or easier to get a new one!!im working on a tight budget as second child arrived on tuesday! all suggestions welcome thanks
