I've always been told to pretty much ignore the expansion tank but and just check in the top of the rad/header tank when its stone cold, anything else and you're just wasting your time.

No - the metal header tank.
Presuming it hasn't been bled properly, fill at the header tank then squeeze the rad pipes a few times.
Also try keeping the header tank cap on and take off the rad cap - it won't leak!
Then slowly unscrew the header cap off so the level in the rad fills up.
STOP before it overflows.
put caps back on and give all hose a squeeze.
Repeat act with caps.

Better still - take it back to whoever changed the coolant and get them to bleed it properly.
