Default Turbo Heat Shield removal

on a MY99 classic:-

is there an easy way to get at the bolt at the bottom of the turbo heat shield, basically the one below the master cylinder

My exhaust heat sheild was an absolute nightmare too remove...

in the end the angle grinder had too come out, put a nice snip down the middle then bent and twisted out...
