Default Bugeye steering issues

Having gone through the search engine i have possibly and hopefully found an answer to my issue.

Issue being, whining noise when starting in the morning and turning out of the drive, steering can feel waited but at a certain point goes a little bit light and you can feel a couple of notches when returning the wheel straight. The whining noise disapears after 5 minutes and only does it on start up in the morning.

Fluid levels look ok, but have read that they can look full but aren't.

Am i ok using a budget power steering fluid or should i get something better, and any more thoughts on the issues mentioned.

check the tension of the of the alternator belt the steering pump is powered by this, if its slack then adjust it on the alternator tensioner. dont overtighten, and check for wear. better still take it to a garage.
