Default boost solenoid question

just been shortening the pipes on my 3 port boost solenoid as they were all 4 foot too long,
i noticed that in the pipe that goes to the top connection then to the turbo there is what appears to be a man made restriction or a piece off threaded bar with a hole drilled down it has anyone any ideas why its there and do i need to put it back in

cheers

What version of Impreza do you have, if it's a newage and you've fitted a 3 port, it needs to be removed.
