After running the dawes at 16psi I have removed it for just know, but my car seems only o run at 9psi max is this right or have i put the pipe back on the wrong way round!

Have you still got the restrictor inside the pipe, is the solenoid reconnected? Both causes for running 8-10 PSI.

 

it sounds like you put the pipe back on the wrong way around, and have the restrictor the wrong side of the t-piece to the solenoid.
check this and make sure the short bit with the bend in it goes to the wastegate actuator
