scooby losing power help

please help my 1994 jap import wrx has lost power and im a bit lost for what to do. i have tried disconnecting the battery to reset the car and ive cleaned the solenoid but to no avail . when driving its ok a low revs but when you put your foot down it seems to hold back and it doesnt throw it back in your seat like it normally does

the turbo seems to boost ok according to gauge but it holds back??
just went outside and looked at the actuator and it is firmly attached but the vacum pipe running from it to the solinoid had a split at the solinoid end so trimmed it and put it back on , it made a little difference but not a great deal

Where to start with the questions.....
What fuel are you using?
When was the car last serviced?
Is there a check engine light up?
Was there any change of parts before this happened? (new mods etc)
Start there and see where we go
