Default UK MY97 Emissions Issue

Guys,
I've been trying to get my MY97 UK Turbo through its MOT, and the only thing its failing on is the emmissions. The O2 (Lamda) levels are too low (0.91) which in turn is causing the car to over fuel a bit.
I have already swapped out the Lamda sensor, Knock Sensor (as it was also giving an error), Reset the ECU, checked all the exhaust gaskets for leaks (Before the Lamda). The only think left I can think of that might be affecting the O2 levels would be the MAF, but the car seemingly runs fine!

Its still got both Cats fitted and has been tested when warm/cold/hot - You name it!

The only Mods to it is a Pipercross induction kit, a Baileys BOV and an aftermarket rear box.

Does anyone have any ideas as I'm pulling my hair out!
