Default Sp-sp-sp-spluttering 97 2000 Turbo AWD

Hi guys, i'm new to Subaru's, having just bought my first, a 97 2000 Turbo AWD Wagon. I love the car to bits, but it has a very annoying problem! As the car comes on boost it splutters and holds back. If i ease off the throttle it will pull through it, but still feels flat, and will still bog down at anything more than 1/4 throttle. Can anyone point me in the right direction? The car is standard apart from a de-cat and stainless back box. Not sure if its related, but i noticed the wires on the lambda under the car have been cut
PS- It looks like it has just had a brand new MAF before i bought it.
PPS- Does anyone know what power the car should be?

I would join the wires on the lamba first mate, because if it is still running the standard ecu the lamba wont be mapped out (if poss). So the best thing to do is eliminate that first and get back to us....

Right, bit of an update. Got the car on the ramp at work today to check it over. Found it had 3.5litres too much oil in it!! Drained the oil, changed the filter and filled to the correct level. Found all the vacuum lines to be full of oil so cleaned them all out and replaced any that looked past their best. Looked on the old exhaust that was in the boot and noticed it had no lambda boss in it where the one on the car has, so assumed the lambda with chopped wires has just been used to block the hole. Even after all this, it is still no better.

The only things i can think now are fuel filter, as it had run out of fuel when i bought it, or spark plugs? Waddya reckon?

PS: IF i floor it in first off the line its fine thru first, then the spluttering starts in the rest of the gears. the hesitation is between about 1750rpm and 3000rpm, after that it pulls reasonably smoothly, just feels a bit flat
