On My 96 Non Airbag GL Wagon all you do is gently pry the front off of the steering wheel and use a 16mm socket to undo the centre nut (leave it on a few threads) and pull. Actually In the process of fitting a second switch as my horn has just stopped working as well.

I had a simular problem on my 98 vs sti. No horn and air bag light was on.

Can't tell you how to get the steering wheel off but i'd recommend dis connecting the battery first in case the air bag goes off.

My mechanic told me the SQUIBBLE had gone and they're about 300 new from subaru.

Hope this helps

SQUIBBLE = roll connector. Sounds like someone has refitted wheel incorrectly and sadly wrecked the connector for horn and airbag. AFAIK to fitting involves turning connector gently fully clockwise and then backing off 2 and a quarter turns before fitting wheel.
