if you have a boost gauge to read the boost.
then link the actuator to the turbo housing with a bit of hose, this will then run actuator pressure, and you will be able to read on your boost gauge whet it is running

If you have access to an airline, car tyre foot pump or other source of compressed air you can test it easily enough, once you've adapted the pipework to fit the actuator. Need to be careful with it if you're using an airline tho - wouldn't be difficult to break if you accidentally shot 8 or 9 bar into it.
It should open at around 0.45 to 0.5 bar, not 0.7
