Default Paint question.

I recently had the rear wheel arches tidied as the lip was looking a bit rust patchy. The paint shop ( I have used before-no problems at all) said that now they have to use a water based paint as the solvent thinners type paint is no longer available. They had real problems in getting a match and in certain light it looks wrong, in other light , OK.
Car is a 1998 vintage, Subaru silver.
Are they correct in what they say about the paint or not ? They have always matched in the past ( larger bonnet scoop for example ).

Cheers
