Default fuel gauge always reads above full

Hi my problem is the fuel guage on my 95 sti always reads above full has anyone any ideas ive checked the sender unit in the boot and ive a reading of 23 ohms on a 2000 ohm scale so i can gather its not the sender otherwise id get an 000 or a 1 reading depending on what fuel is in there. so has anyone any other ideas on a possible fault? your help is greatly appreicated.

is the needle not stuck on the clock? it may be a dodgy receiver/converter. that would be you next port of call. getting the clocks out and the face off it is easy enought. just 8 screws and 2 on the clocks them self
