I would say in general terms, choose the injectors that cover your fuelling requirements in the best possible way. 650's are fine for 450 bhp. Ideally you wouldn't want to run higher flow injectors than you need. It's an efficiency issue. That thinking applies for a lot of other things to do with cars incidentally, turbo choice, cam profile etc, just use only what you need to get where you want to go, and all your compromises will be little ones.

Yeh im only goin for 400bhp initially so if 800's work fine at 400bhp why not ,then they are ready for when if any other mods come.Just want to make sure they are gona work fine at 400bhp ish

I have been told that the stock ECU struggles to control 800cc injectors, causing idle and low rpm problems. So, if 650cc injectors give you the power you need now, it might be better to use those. Then, if you want >400bhp in the future you could up the fuel pressure.
That said, Iain Litchfield has some new 800cc injectors that he claims will be more controllable than the usual 800cc types. That's what I'll be using, but I am half expecting to have to upgrade from EcuTek to Simtek or Solaris...it's only money
