Default help!!! v3 sti cutting out

hi guys

a very close friend of mine owns a ver 3 sti with basic mods decat pipe full s/s and induction kit. from the minute he starts the car CHECK ENGINE LIGHT is on stright away and stays on. soon as he gets to 4.5rpm it feels like a rev limiter has come on at only 4.5. he doesnt have no apexi ecu or launch control.

the funny thing is it starts with no problems and it drives no problem apart from check engine light and he cant go over 4.5.

any ideas?

Agree with Simon as I had this problem when my speedo stopped working.
