Is the CEL (check engine light) on as 4500rpm is normally the limit when the ECU is in 'Limp Home' mode (protecting the engine from damage) even if it's not on have a look here Scoobypedia | Trusted knowledge for everything Subaru | Scoobypedia / Scoobypedia under the 'ECU' heading on a how to check for error codes and reset the ecu.

does it pull hard until 4.5k rpm and then cut power?

Sounds like fuel cut to me.
Cheapest way to cure it is with a fuel cut defender, but there a bit crude.
You really need to get the car mapped properly for the mods that the car has.

What year is the car on, if its a 94-97 car then you might be able to buy a "scoobyecu" sencond had from this forum

Reconnect (as i'm sure you have done )it as that hose has a restrictor in it and on the early cars without it you will get overboost leading to fuel cut
