After reading the subaru manual it says throttle closed (idle) 4.7v throttle open (full throttle) 0.9v so i think some of the post on this site are getting confused with open and closed. Been back out to car and after a little bit of tinkering i have now obtained these values and will test drive it tomorrow.
I am sure if this is wrong someone will speak up

from 93~96 the throttle voltage is high 4.7ish v for closed to 0.8ish open throttle.. from 97 on they have a more normal low (closed) to high (open) voltage.
