Default Recirc valve question

Just replaced a dump valve with an oem recirc on my car but for the life of me can't get the jubilee clip back round the return pipe. I'm not confident enough with my technical ability to remove the intercooler which I think would make a lot easier for installation.
the pipe feels like it's on the recirc valve pretty tight but worried it may blow off. Am I safe leaving the jubilee clip off the pipe? and will I get away with using a 'plastic' cable-tie?

Dont mean to sound patronising, but have you unscrewed the jubilee clip more? Then it should go over it.

It came of in the process of pulling the bung out but I've now managed to get it back on at last!
Advice to anyone fitting a recirc without removing the intercooler....LEAVE THE JUBILEE CLIP ON THE HOSE!!
