Default Throttle position sensor ?

When I change gear in my 99 Sport the engine revs stay up as I depress the clutch and then slowly fall away, could it be a sticky thottle position sensor ?

I'd like to know this. Mine also does this but only when cold when moving off the drive in the morning. Revs stick for a few seconds at the RPM limit I change gear at.
