you will need a rebuilt forge engine for anything over 350bhp, then a large turbo, front mount intercooler, fuel pump, larger injectors, fuel regulator, after markets ecu, better brakes, suspension , better clutch and gearbox , best part of £15K., so be prepare

Classic STI engines are not the strongest out there, the "forged" internals are not like after market forged items which are very strong.
As BH has said, 350bhp and your going to need a forged rebuild with decent internals and a later new age STI bottom end for strength, but its never cheap on a classic to go beyond 350 really, where as the new age sti's will run 400bhp all day on their standard internals

It's funny really, there are a lot of variables i know of with classics and power/reliability, but in my experience for example a v2 classic sti can run quite happily if looked after and driven well can last a long time (if healthy in the first place at around 380/350, the limits of both the engine and gearbox are tested and probably will go at some point, but can also last if mapped correctly. For a budget on modifying your existing early sti this can be a great way of getting power, but as stated above the car might let go after a week, its up to you, its all a bit of fun really, but a forged engine and 6 speed box is the reliable for ure way to go, or a newage sti.

I think you will get near enough 400bhp from your standard engine altough your gearbox won't. Instead of chasing 400bhp?? Why not get your tdo5 tuned to say 1.6bar. Mine used to run at that and it was great fun and I think you will be well impressed and it will save you a fortune as you only need to think about ECU change, injectors and intercooler , plus a few other smaller things
