Default Water spray tank has foam in...

I bought a 3 gallon (or is it 4, cant remember) tank a while back from Forge for a decent price (cheaper than some 2 litre tanks), trouble is found out it was for fuel and had the foam insert stuff inside. I've been using it for a while as water spray tank and recognised a problem with the foam causing the water to flow out slowly, even with two electric pumps the spray is weak.

Anyone got any brain waves as to how I can remove this foam in alloy tank without much cost or risk to tank?

Anyone think the foam does slow water flow out of the tank? I just wonder how it works with fuel or does that "flow" freer?
