Default Turbo Heatshield or what is it?

Hi all

I noticed that my old 93WRX hat something like a Turbo heatshield or cooler or something. So what is this exactly?
All the UK 2000 Turbo and our GT version in Germany dont have this

I mean this ( sorry for stealing the pic )

I ask all this because I can not decide whether to buy a WRX Import until MY 95 again or if i should by an old UK 2000 with TD05 Turbo.
What do you recommand?

it is to aid cooling of the turbo, if you look at the centre bonnet vent from the front + under the bonnet you will see how it directs the cooler air to the turbo

Thanks!

The WRX and the old UK Turbo both have TD05 Turbos , right?

Why the WRX is stated with 240HP. Just because its mapped with 100 Octane
or what makes the difference?

Im asking because im thinking about buying a WRX Import again. But i cant decide between the old UK Turbo and WRX.

Is it possible to get the same power with the same mods from a UK Turbo?

Thanks a lot
