Default BOV Adjustment

I have an HKS SSQV-R on my car and i would like to know what the correct adjustment is..
should i losen the bolt or leave it as it is...(fully tightened)
also the washer that i should have on it is missing and the screw is tightened all the way in..should i losen it or not? Also can any damage be created due to the spring being too hard? Btw, the cars run just fine, if not better at fast gear changes..
btw the boost gauge sows 1.9 bar when at the same time while connected to a pc the ecu reads 1.55 max... could the ssqv have any relation towards this or is just the gauge busted?
thanks!

I'm really struggling to find a reason why you have fitted this to your car.
