What would be the limit power and boost wise for a semi closed deck 2 litre block?

as i understand it, a 2.5 can burst it liners at over 500/500 if your not carefull so i would have thought a 2.0 would be just as safe, with top hat liners they are reputed to be unburstable?
I stand to be corrected mind you........
