It's the ECU telling the injectors to run rich to aid starting a cold engine (choke in old money). Mine idles from anything between circa 1,500-2,000 rpm on cold startup, from memory.
After the engine has settled at the fast idle, I very lightly and sharply blip the throttle (i.e. a quick 'tapping' motion and hardly pushing down on the throttle pedal), and the revs always fall to around 1,100rpm or less, then quickly settle to the normal idle speed of c.750 rpm.
