Default mech or elec????

i have a 95 sti jdm. it is still limited to 112mph. to convert the speedo from kph to mph, do i need a mechanical or electrical de-limiter? i was told by a friend electrical, i seen a car similar to mine for sale with a mechanical de-limeter/converter. thanks everyone, all the best.
