the 93~96 phase 1 inlet is fitted to the top entry turbo'd engine
the 97~98 phase 1.5 inlet is front entry and bolts to the phase 1 heads
the 99~00 phase 2 inlet is also front entry but won't bolt to the phase 1 or phase 1.5 heads.
I am assuming you are wanting to fit a front entry turbo on a phase 1 engine?
if so you can fit a front entry turbo using the phase 1 inlet manifold by either.. using a 90degree samco off the turbo inlet.. or use inlet manifold spacers such as the ones Carl Davey sells.

you will have issue with throttle position sensor.. if not running the original ecu then there shouldn't be too much of an issue as you can change the wiring but if using the original ecu still it will throw a cel.
you could possibly modify the throttle body to fit the 97 inlet manifold.
