Default problems accelerating

I have a 2001 wrx that doesn't seem to be accelerating properly.
When I accelerate it is flat as anything, when it gets to around 3k revs the turbo cuts in and it starts to pull a bit but not really anything I would rave over (I'd say average sporty saloon) also when it starts getting to the higher revs 4500- 6000 its not a very smooth clime and seems to stutter.

I have changed the plugs and the coild packs (not new ones, just to check them) and have cleaned the maf using carb cleaner. But I'm still having the same problem. Any body any ideas or recommend some garages in the North West area, I live in Warrington.

The car is totally standard by the way apart from a bailey dump valve.

check the boost pressure
can you hear any air escaping from under the bonet when accelerating ?

stick the standard dump valve on the try it may be leaking !
