It may well have failed. Saying that though they are very easy to pull out, espiecially at the gearbox end. Shine a torch down between the intercooler and the exhaust downpipe, you should see it vertical from the gearbox. If it looks undisturbed try a short drive with the clocks removed to check if the cable turns.
I had one break on mine 1993, I thought it had detached from the conversion box at first but, when I took it out the inner cable had come apart. If yours is broken try Grade A or API

At the gearbox end the cable goes into the one part way up the tube. The clocks are fairly easy to remove. Just remove four screws from the surround, this will give you access to the clocks, then similar again to remove clocks. You will also need to disconnect a few electrical connectors along the way. Be aware that the speedo cable is only just long enough and a slight tug too far will disconnect it again at the gearbox end. Its easier to connect the clocks first and then return to the gearbox and connect it there. If you do need to conect it from inside the car get on your back in the footwell and reach up.
