When you say second cat I assume you mean downpipe. You won't 'need' a remap, but you may find you dont actually gain any power. I was chatting to my remapper the other day and he said the newage ecu has lots of compensation parameters built in and changing exhaust etc without remap you may find that it drops into a compensation setting. Decatting downpipe can cause overboost on newage STi too. If you are around Lancs area give Steve Cotton a ring (cotcomp.com) for advice, he did a first class map on my car.
The only catalyst on the STi Prodrive is in the sports downpipe - its such a good one that there is little point in removing it.
The centre pipe only had a resonator in it so I guess that it sounds a little friuty now but no extra power has been gained.
A remap will get you another 30 hp and it'll still be MOT friendly.
