There are a few programs available, ecuexplorer, scantool etc, depending on what year your car is, if it is from 99 onwards (OBD2) then you can do it with a USB OBD2 cable and the flash pieces which are not cheap.
You will have to obtain the correct offsets for your car (model/year) dependant.
I would advise you to read as much as you can before doing changes on your car as it can lead to a very expensive boom.
If you want some to know where to buy the cable, download the free software then send me a PM and I'll give you the links.
A very good place to start is at openecu.
As I said before.....be very very carefull on what you do.
Myself I try to limit it to check for faults, ecu resets, realtime displays and analisys. Now if someone could build an emulator for us to test the images......

Depends what model year car you have. If it is a newage car then you can use openecu as already mentioned. If it is a classic then remapping it yourself can't be done with the factory ecu so you need to get an aftermarket one such as apexi power fc, gems, link, motec etc. and the software / cables to go with it.
