Brackets

Bought these brackets today but cant seem to fit them can't work out how thay go over fog light

has anyone had trouble with these

Looks like the brackets are for fog lamp covers on a classic 93-98 bumper. Yes?
If so the fog lights have to be removed before the covers and brackets will fit.

so you cant fit both bracket and fogs
