Angry MOT Emissions Failure - Help

My 96UK just failed its MOT on the fast idle emissions test with the following readings

Engine Speed: 2839 rpm
CO Level: 0.00%
HC Level: 3 ppm
Lambda: 1.09

on the second test it failed again with a Lambda of 1.08.

What is the most likely cause of this?

One's I've seen mentioned are
1/ Air leak
2/ Lambda Sensor
3/ MAF Sensor

Is there any way I can tell which of these is the problem?
