Default Fitting Lamco gauge

I have a Lamco steering mounted boost gauge (the genuine subaru one). Does anyone know how to fit this as the top part of the steering column cover will not come off fully, and I have been told the only way to fit it is to drop the column - is this right?

Cheers

The top half will come away if you fiddle about and get it in the correct orentation. Make sur wheel is fully down.
