my mate has a boost problem,

put his foot to the floor in fourth gear and there was no boost at all,has done this twice only since he has owned it,
was ok on journey before this happend,then shoved it into third and took off ok
were thinking on it being either a sticky wastegate or boost solinoid
can somebody shed some light on this
