Default vf 34

i have got a vf34 roller bearing turbo fitted to my my99 after an accident last year i repaired the front end and rebuilt the engine (cam pulley broke) since rebuild the turbo is making a constant whinning noise and for the last 6 months has niggled at me is something wronge? prior to the accident the turbo was perfect no out of place noises everything was fine is it possible that due to the rapid loss of coolant the turbo was damaged or am i mmissing something the car has done about 7000 miles since the rebuild and its now time to turn up the power a bit but i do not want to break anything also if there is a problem with the turbo is it possible to get it serviced or just replace thanks
