Default ecu not pluged in?

hi i was just reseting my ecu when i came across something that looks very much like an ecu but has all three black conectors unpluged??? the car is running and i asume this has been like this since i bought the car. am i looking at something other than the ecu? its under the dash above the fuse box. not sure wether to plug the wires in or not (dont want to fry anything).

The ECU is under a plate in the passenger side footwell. There are a number of non connected plugs/sockets which dangle around under the steering column. As long as everything works i wouldn't worry about it.
