SIDE LIGHT PROBLEM

ANYONE ANY IDEAS PLEASE,SIDE LIGHTS STAY ON WHEN IGNITION AND LIGHT SWITCH ARE OFF, SIDE LIGHTS GO OUT WHEN I PULL THE 20 AMP FUSE OUT FROM FUSE BOX,LIGHT SWITCH SEEMS TO FUNCTION OKAY.
IS THERE A RELAY TO CHECK OR SOMETHING I AM MISSING?

also if its an import the fog light switch which i found the same way yet i didt have a fog light lol
