Is there a Specific EGT where a cat will break down?
YES ! But I could not tell you what it is. The up-pipe on WRX's can disintegrate and eat your turbo if EGT's are too high. One reason why I cannot raise the boost level on my car until the up-pipe cat is removed
What boost is safe to go to on a WRX with the standard up-pipe? 1.2 bar?
I am considering going for a remap in the very near future but that will be with the standard up-pipe in place. Last thing I want is a broken turbo. Also doesn't mileage play a factor?

You are most unlikely to overheat a cat post turbo. I would however advise against running high egt on a new age WRX fitted with the OE uppipe cat, the boost level is almost a secondary consideration, you need to consider if a certain boost level combined with air fuel ratio and ignition timing results is an acceptable egt.
In addition to the above parameters, the maximum safe boost will differ from car to car depending upon production tolerances, induction, exhaust, intercooling, fuel octane, engine age, oil consumption and the list goes on.
As a very rough guide, I wouldn't advise above 1.15 bar or 830 C on an uppipe catted TD04
