Try getting a small pointed punch and tap the broken end of the bolt round (in an anticlockwise direcion)
You could then try drilling it and using a stud extractor - Be careful with the amount of force you use on the extractor - If you snap this, it will be a bitch to remove.
I would drill the entire bolt out and re-tap for a new bolt. - Probably the easiest way to do it.
